Harris Road is a vital north–south corridor in Pitt Meadows, connecting residents to schools, parks, local businesses, and key civic and transit infrastructure. As part of the City’s 2023 Active Transportation Plan, the transformation of Harris Road into a Complete Street was identified as a top priority. A Complete Street integrates features like wider sidewalks, protected bike lanes, safer crosswalks, traffic calming, and transit-friendly elements to create a roadway that works for all users, not just vehicles. It prioritizes safety, accessibility, and comfort for people of all ages and abilities, supporting a more inclusive public space.

Aplin & Martin Consultants was engaged by the City of Pitt Meadows to develop three Complete Street design concepts for Harris Road. Uplift Engagement Communications (Uplift) was brought on to lead the public engagement process.

 

We began by developing a tailored public engagement plan that identified key audiences, timelines, and engagement tools to support inclusive participation. We conducted interest group mapping along the corridor to ensure that local businesses, schools, and residents directly impacted by future changes were invited to participate.

Uplift supported interest group meetings to gather early input on the three design concepts. We designed clear, informative project boards to communicate each design concept, and we supported an in-person open house that welcomed community feedback.

 

Our team also designed and analyzed a public survey. We summarized the findings in a “What We Heard” report, which clearly outlined key themes, areas of support and concern, and differing perspectives. The results provided the City and project team with meaningful insights to further refine the design concepts and ensure the Complete Street vision for Harris Road reflects community needs.
