Belcarra active transportation network plan

The Village of Belcarra is the smallest municipality in Metro Vancouver, with approximately 300 households and 600 residents. While Belcarra boasts a beautiful network of trails and pathways, local roads lack the infrastructure to safely connect people to key destinations by walking, cycling, or rolling.
Belcarra’s Official Community Plan (OCP) identifies building a more inclusive and complete active transportation network to make active transportation a more attractive choice for short trips within the community and to access nature.
The Village retained the Bunt & Associates to develop an Active Transportation Network Plan (ATNP) to enhance active travel accessibility and safety in a fiscal, social, and environmentally responsible way. Uplift Engagement Communications (Uplift) was retained to plan and execute engagement and communications with the Village’s close-knit community.
During the first round of engagement, residents provided insights via a survey into their experience and observations about active transportation in their community, including where they want to see improvements.
Using the feedback, the project team identified locations where active transportation improvements could be implemented and the types of design options available that would maintain Belcarra’s rural characteristics and enhance access to nature.
Public feedback during round 2 of engagement will help inform which active transportation projects the ATNP prioritizes. Belcarra residents had the opportunity to provide input on design options through a survey and open house at municipal hall.
